Eligibility for services is defined as:
Afghan ‘Arrival’ – An individual must have been awarded an eligible Afghan immigration status by the U.S. Citizen and Immigration Services (USCIS). The term ‘Afghan Arrival’ used in this agreement encompasses the following statuses:
· Citizens or nationals of Afghanistan paroled into the United States under section 212(d)(5) of the
Immigration and Nationality Act between July 31, 2021 and September 30, 2023.
· A spouse or child of any Afghan humanitarian parolee described above, who is paroled into the
United States after December 23, 2022.
· A parent or legal guardian of an Afghan humanitarian parolee who is determined to be an
unaccompanied child as defined by 6 U.S.C. 279(g)(2), who is paroled into the United States after
December 23, 2022.
Citizens and nationals of Afghanistan for whom refugee and entrant assistance activities are
authorized (e.g., Special Immigrant Visa holders, Special Immigrants with Conditional Permanent
Residency, SQ/SI parolees, refugees, asylees).
Before entering into the Request for Information you will be asked to associate your application with a UEI. If you have a valid 501c3 EIN for your Organization please enter it as well.

Allowable uses for these funds include:
1. Specialized Services and Support for Eligible Youth
Examples - English as a Second Language (ESL) classes, tutoring, newcomer or transitional programs, after school and summer programs, mentoring, behavioral health supports, and programming that supports integration.
2. Support for Families Learning to Navigate the U.S. Education System
Examples - school-specific orientation for both families and students, navigators or cultural brokers, and language access.
3. Capacity Development for School Systems, including Education and Training for Staff Around the Unique and Varied Needs of Refugees, and Access to Necessary Resources
Examples - specialized trainings for school staff, ensuring language access by offering translated documentation, interpretation, and specialized staff dedicated to working with the population.
4. Facilitating Partnerships between Stakeholders to Coordinate Planning and Implementation of Programs and to Ensure Efficient Use of Funds
Examples - partnerships with local departments of education, community and faith-based organizations, local health care providers, and other youth serving providers.
The above-mentioned examples are not exhaustive.
Grantees must provide services in accordance with 45 C.F.R. Part 400. Services must be available at a variety of times including during school hours, after school, during the weekend, or online. Grantees should implement systems for evaluating the effectiveness of the services provided.
Before entering into the application you will be asked to associate your application with a Unique Entity Identifier (UEI) number for your Organization please enter it.
